Russia, Ulyanovsk, a city on the Volga river is located at the crossing of the basic transport highways. A place, through which the basic aviation lines are leading from Europe and the European part of Russia to Siberia, to the East and the countries of Asia. Here in 1976 the construction of Ulyanovsk Aviation Industrial Complex named subsequantly "Aviastar" has been started. Today "Aviastar" is one of the largest manufacturers of aviation equipment in Russia and the CIS countries, which specializes on production of modern passenger and cargo aircraft of Tu - 204 family and unique transport civil aircraft Аn-124-100 "Ruslan’. Capacities of "Aviastar" allow to produce up to 50 aircraft per year.
On April 16, 1975 – there was a resolution of the Government of the USSR No. 299102 «For Construction of Aviation Industrial Complex in Ulyanovsk».
On April 28, 1975 the minister of the aviation industry of the USSR Dementyev P. V. signed the order for construction in Ulyanovsk a complex from three plants: aircraft constructing, modular and instrument-making. It was also planned to build machine-tool factory, plants on production of aviation engines and consumer goods.
Systsov Apollo Sergeyevich who held earlier a position of the chief engineer of the Tashkent aviation production association of V. P. Tchkalov was appointed the director general of the new enterprise. He subsequently became the minister of the aviation industry of the USSR.
