The construction and primary raw materials section is divided into the Department of Construction and Building Materials, the Department of Construction Administration, the Department of Resource Policy and the Department of Inter-Ministerial Affairs. Within the scope of these departments, it for example pursues processing of legislative proposals, developing the guidelines in its field of competence, providing policy development, conceiving construction development, building materials and products in addition to proposing tools to achieve them. It also ensures the performance of the state administration under the Construction Act – it exercises the powers of the Construction Administration (excluding land-use decisions) in major energy buildings. The section is also responsible for the preparation and implementation of a uniform raw material policy and implementation of the European strategy on raw materials, the Raw Materials Initiative and international cooperation in the field of mineral resources. Through the Inter-Ministerial Affairs, the Section performs tasks, which by their nature extend beyond the scope of the MIT and the competence of other Ministries or other public administration bodies in addition to performing other tasks assigned by the Minister.
