This is the next step after receiving your private pilot license. An instrument rating allows you to fly under IFR (Instrument Flight Rules) in IMC (Instrument Meteorological Conditions) such as fog or clouds.
If you want to by able to fly in the clouds or at 18,000 feet and above, an instrument rating is required.
