Introduction

Under the auspices of a national research center in Zhukovsky, scientific organizations with aviation expertise will come together to focus on implementing breakthrough projects in the field of aeronautics.


The State Duma Committee on Industry approved the draft law “On the National Research Center Named for N. E. Zhukovsky” and recommended that it be adopted in its first reading, according to the first deputy head of the committee, Vladimir Gutenev.


The project intends to promote a balanced development of the industry’s scientific and technological potential, unify scientific-technical personnel policies, and introduce new technologies in research and design work. Moreover, the center will help focus resources allocated to developing aviation technology.


The center will also conduct scientific research and anticipate and support scientific and technological developments in the field of aviation.


The center will be directly involved in the formation of the state’s scientific and technical policies for the aviation industry.


Particularly important will be the potential to use the scientific and technical results of the center in other sectors of the economy.


Incidentally, Rostec is already implementing a project for developing 9-19 seat aircrafts from poly-composite materials. Joint production is also ongoing with Austrian companies to produce motor gliders and general aviation aircraft.

The government introduced the draft law on the establishment of the Zhukovsky Institute national research center to the State Duma in December 2013.


During the first phase the center is expected to include five research organizations: the Central Aero-Hydrodynamic Institute (TsAGI), the Central Institute of Aviation Motors (CIAM), the State Research Institute of Aviation Systems (GosNIIAS), the Siberian Research Institute of Aviation (SibNIA), and the State Governmental Aircraft Systems Testing Site (GkNIPAS).


Initially, existing federal programs will fund the center’s initiatives, though in the future subsidies for performing state services, as well as public-private partnerships, will be more involved, particularly in regard to intellectual property rights.


As the center’s founder, the Russian government will be the primary factor in determining its long-term tasks and the direction of development for aviation science and technology.
