The Civil Aviation Administration of China (CAAC) is set to grant an air operator's certificate to China Air Cargo Corporation, a new cargo carrier based in Guangzhou.
Approved on December 29, 2015, China Air Cargo is a joint venture co-funded by Joy Air Holding (45%), Guangzhou Donlinks Group (35%) and Beijing Fuda Asset Management (20%) with a registered capital of 500 million yuan.
The Guangzhou-based cargo carrier has filed an application to the CAAC for the license to operate domestic (including Hong Kong/Macao/Taiwan) and international cargo & mail air transportation services, using Boeing 757Fs and MA600Fs. CAAC Central and Southern Regional Administration completed preliminary check and released details on the CAAC' website.
China Air Cargo will be a limited company with Mr. Wu Wei, Vice-President of Joy Air as its president and legal representative.
The proposed carrier has made preparations for the operation license from CAAC. It has been approved by National Development and Reform Commission to buy one MA600 freighter and lease two Boeing 757-200 converted freighters. The airline company also signed office rental contract with the local government and an agency agreement on airport ground services with Guangzhou Baiyun International Airport Co., Ltd.
Moreover, the aviation authority has given green lights to the painting plan of its aircraft. CAAC Central and Southern Regional Administration assigned 131.650MHZ as its management channel frequency and Southwest air traffic control station agreed to provide civil aviation communication, meteorology and flight information for the airlines.
Besides, Air Traffic Management Bureau of CAAC assigned "CCO" code for the airline; while International Air Transport Association (IATA) assigned it "ZY" code and "662" code for accounting. What' more, the new airline also made other preparations, including insurance, legal articles, and more.
Currently, the airline company has recruited 16 pilots, 11 maintenance staff, four flight dispatchers and five transport staff for the initial operation.
The CAAC has begun soliciting submissions on China Air Cargo and said that the approval would be granted unless it was informed of reasonable grounds to reconsider the plan before November 18, 2016.
