Pune: A Hyderabad agency would start the Ground Level Obstacle Survey (GLOS) for the proposed international airport in Purandar from November 10, a day after the earlier schedule.

To avoid any complications, the administration has decided to start the survey with government land. Pune district collector Saurabh Rao said the subdivisional officer (SDO) of Purandar, Sanjay Asawale, and other officials were in talks with the villagers to ensure a hassle-free survey.

"Technical people of the Hyderabad-based agency would conduct the survey. They would be moving in government vehicles. We are continuously talking to the villagers and reassuring them that their land will not be acquired forcibly," said the collector.

Rao said a team had assessed the Amaravati (Andhra Pradesh) model of rehabilitation. Its members prepared a detailed report and submitted it to the Maharashtra Airport Development Company (MADC).

The Amaravati (Andhra Pradesh capital) model received a positive response from the revenue team that went to study it, said the collector. It basically focuses on land acquisition through sustainable development.

The Andhra Pradesh government had acquired 31,000 acres from 18,000 farmers by committing an annuity of Rs50,000 per acre for 10 years and simultaneously giving back 1,250sq yards of residential plot and 200sq yard of commercial plot in the new city for every acre.

The government there handed over 25% of developed land to original owners. "Our team's detailed report has been submitted for evaluation," said the collector.

The administration had planned to study the Kochi airport model as well for preparing the rehabilitation package for Purandar land losers but it had to be postponed with officers being engaged in election duty. The collector said the Kochi airport model would be assessed as it had become a case study for the World Bank for its unique rehabilitation package, including freehold title of six per cent of the developed property to the 719 people whose land was acquired, alternative land in some cases and jobs to the project-affected.
