Shenzhen recently revealed a transportation action plan in forging Shenzhen Bao'an International Airport into a key international air hub in Guangdong - Hong Kong - Macao Greater Bay Area (GBA). By 2035, the ratio of international and regional passenger throughput in Shenzhen Airport will have risen from less than 10% to 25%, as a long-term target of "The Action Plan for Shenzhen to Build an Example in Strengthening China's Transportation System (2019 to 2035, draft for public consultation, action plan for short)".

Shown in the airport's news brief of production and operation, Shenzhen International Airport handled 31,600 times of departures and landings in October this year, up 1.9% year on year with 4.61 million trips and 114,100 tonnes of cargoes, increasing by 4.9% and 9.1% year on year respectively, both maintaining a rapid growth in tendency.

The government published the draft of the action plan on the official website of the transportation bureau on November 18 for a public consultation activity that will last for one month and invited all walks of life to contribute ideas for the development of the city's transportation.

It is explicitly explained in the action plan that as scheduled, Shenzhen will have established a highly-effective international comprehensive transportation hub of sea, land and air, in which the international and regional passenger turnover in the airport will account for 25% and 70% of the city will be dotted with urban railway stations, to which it only takes 10 minutes at most by foot. Basically, public transport service will have been equalized by then. In a bit to reach this goal, the government will encourage the expansion and upgrading of the airport, facilitate the construction of the satellite hall, the third runway, Terminal 4 and the rapid transit system, and help to create a key international airport hub in GBA with networks covering every corner of the world. In the meanwhile, it will deepen the cooperation with Huizhou, Guangdong, a center city in the Pearl River Delta (PRD) and take Huizhou Pingtan Airport as the second airport of Shenzhen with the improvement of the ground transport and distribution system between Shenzhen and the airport.

As for air carriers, it will help to forge a base airline with stronger competitiveness internationally, encourage the opening of strategic long-haul air routes and cultivate significant international air routes, in order to form an air network that faces Asia-Pacific Area, links China with countries in Europe, America and Oceania and binds cities in the Road and Belt Initiative, thus connecting Shenzhen with the key hub cities all around the world.

As for general aviation, the action plan proposes to set up stops around the areas like airports, docks, scenic spots and scientific and financial complexes. The basic frame of the stops for public and commercial services will be completed recently and then it will only take 20 minutes to the stops wherver in the city. Also, the government will promote the site selection and construction of Shenshan General Aviation Airport.
