The design and implementation of an organization's Quality & Safety Management System is influenced by varying needs. This include the quality and safety objectives, the products provided, the processes employed and the size and structure of the organization. Process steps and procedures must be aligned with the day to day business and should ensure the full compliance with the objectives and regulatory requirements. The surveillance exerted by means of auditing need to ensure that deviations from the planned activities are taken into account, while corrective actions are to be initiated as to avoid recurrence of the deviations found. This will establish a continuous improvement of the system. Risk assessment is than to be applied as to pro-actively identify safety hazards and evaluate system malfunctions or human performance weakness.
The integration of the Quality Management System (QMS) with the Safety Management System (SMS) obligations, as to create an integrated Quality & Safety Management System (QSMS), is a strategic choice. However, it is to be understood that the QMS is about customer satisfaction for the products and services being delivered, while SMS is about the safety, the human and the organizational aspects of the organization to satisfy safety. The SMS will build upon the QMS principles and both systems are than to be used for establishing a complementary relationship in order to support the individual objectives of each system. Integration is a logical step to take.
