The Private Pilot Certificate will allow you to carry passengers.

This license, issued by the FAA,  allows you to fly an aircraft in weather that’s filled with clear skies and high clouds.  For those pilots who wish to fly in lesser visual conditions, the next step is to add an Instrument Rating.
