The head of the Hubei Provincial Emergency Management Department introduced that in 2019, the national regional (central China) emergency rescue center with an investment of 1.5 billion yuan will be located in Wuhan and will rely on Hannan General Aviation Airport to focus on flood disaster rescue and other tasks. This rescue is the first actual combat in Hubei Province to use large helicopters to airdro to block the breach, and it is also an important attempt in Hubei Province's "water, land and air" three-dimensional emergency rescue.


On July 15, the Yangxin County Defense Department asked the Hubei Provincial Emergency Management Department for help to urgently block the breach of the Kuisai Lake in the Fuhe River Mainstream Lizhou Management District. The Provincial Emergency Management Department dispatched 3 helicopters from Hannan Airport to the scene.

On the 16th, three planes arrived over the breach one after another. As the leader of the team, Zhu Xuezhong took the "Little Squirrel" helicopter and commanded the Mi-26 and Mi-171 helicopters that came together to throw stones in turns. On the ground, both ends of the breach are equipped with large-scale machinery to throw stones together to fix the feet.

In less than 3 hours, the two helicopters took off more than 20 sorties one after another, and nearly 100 tons of stone were thrown, and the breach quickly shrank. At 17:58 on the 17th, the breach at the lower Kuisai Lake in Fuhe, Yangxin County, which received much attention, was successfully blocked.

It is understood that the Provincial Emergency Department has 2 emergency rescue helicopters (M-171, AW109) and 3 fixed-wing aircraft at Hannan Airport. The Emergency Department has an emergency rescue helicopter (M-8) at Wudangshan Airport. From July 1st to September 30th, in response to the flood situation, the Emergency Department sent two additional emergency rescue helicopters (AS-350, M-26) to station at Hannan Airport. Among them, the Mi-26 helicopter is the heaviest and largest helicopter still in service in the world, with a fuselage of 42 meters, a maximum take-off weight of 56 tons, and a load of 15 tons at one time.

According to the flood situation, the provincial government has also specially formulated 4 routes for flood patrol and rescue work, and timely reporting of dangerous situations.

Thousands of materials support all directions from the "Wuhan Library"

It is understood that since the flood season, the Central Disaster Relief Material Wuhan Reserve has transferred 12 batches of more than 50,000 materials to and from the province. In addition to 7 emergency rescue aircraft on standby, there are more than 100 emergency rescue bases for natural disaster projects in Hubei Province. Set of flood control equipment, 200 professional personnel are on standby at any time.

On July 17, after receiving an order to transfer materials to Anhui, Wuhan Library urgently loaded and set off the required materials. The loading of 5000 pieces of materials was completed within 1 hour, and the relief materials were delivered outside the province in just 7 hours.

The Central Relief Material Wuhan Reserve in Xingou, Dongxi Lake, Wuhan, is the main warehouse for the central and Hubei Province relief materials. At present, the inventory has 576,292 sets of 15 types of provincial disaster relief materials such as cotton-padded clothes, trousers, and sleeping bags, and 47,780 sets of 15 types of central relief materials.

From May 1st to July 19th, many places in Hubei were hit by floods, and Wuhan Library continued to receive instructions to dispatch emergency relief supplies to various places. The Emergency Management Department of Hubei Province has successively allocated 2,100 disaster relief tents, 54,100 pieces of clothing (beds), 8,000 folding beds, and 95 boxes of life jackets to Wuhan, Yichang, Huangshi, Jingzhou, Huanggang, Xianning, and Xiantao in 12 batches. A total of 10,000 towels were dispatched to Jiangxi and Anhui provinces.

Hubei Province has also established 7 provincial-level disaster-relief material regional reserves and 64 county-level disaster-relief material storage points in disaster-prone cities (prefectures) such as Shiyan, Yichang, and Jingzhou, forming a central disaster-relief material warehouse in Wuhan as the leader, The city-county disaster-relief material reserve pool is a supplementary network of the four-level disaster-relief material reserve of province, city, county and township.

The professional emergency team base is ready to go

The Hubei Natural Disaster Engineering Emergency Rescue base in Jiangxia District, Wuhan received a call from the Hubei Provincial Emergency Management Department.
