On September 1, 2020, the Office of the Central Air Traffic Management Committee approved the "Hunan Province Low-altitude Airspace Management Reform Pilot Expansion Implementation Plan". Hunan became the country's first pilot province for global low-altitude management reform and will promote the realization of the six goals. The first is to cooperate with the implementation of airspace classification management to realize the classification and design of the control, monitoring, and reporting airspace below 3000 meters; the second is to build a low-altitude visual route network to achieve rule-based low-altitude visual autonomous flight; the third is to improve the low-altitude flight service guarantee The system realizes the “one window of acceptance and one network administration” for general aviation flight; fourth is to implement coordinated and integrated supervision and management, and establish a military, civilian and military coordinated operation management system; fifth is to strengthen the construction of low-altitude flight supervision and support infrastructure, and realize the digitization and intelligentization of general aviation flight support The sixth is to expand the low-altitude economic industry chain and achieve high-quality and rapid development of the low-altitude economy.

In order to fully complete the six mission objectives of the reform pilot, Hunan will advance to meet the needs of low-altitude coordinated operation airspace protection in three stages without changing the airspace management ownership. The first stage is to build 1,000 The low-altitude visual flight channel around Hunan has reached 33% in the 14 cities and prefectures with a low-altitude visual flight channel below 100 meters; the second phase is in the 9th to 16th months, the construction is below 1000 meters, with Loudi as the center, radiating 13 The low-altitude visual flight channels in cities and prefectures have a normalized coverage rate of 60% of the province’s available airspace; the third stage is in the 17th to 24th months, to realize the classification and design of three types of airspace in the province below 3000 meters, and build a unified province. , General airport low-altitude visual flight passages at temporary take-off and landing points.

Next, Hunan will speed up the construction of general airports, and strive to start and build more than 50 general airports or general aviation bases this year; introduce and cultivate general aviation flight schools, and strive to train more than 500 general aviation pilots by 2021; encourage and support cities and prefectures to build general aviation clubs, Flight simulation experience point, aviation science museum, etc., build a general aviation science education and training platform.

In addition, Hunan Province will also introduce and implement policies and measures to support the development of the general aviation industry. The 14th Five-Year Plan for the general aviation industry will be completed by the end of July; it will actively cultivate market players and expand the small and medium-sized aviation engine and other equipment manufacturing industries; promote the construction of 5 general aviation industries. Small towns or industrial parks, strive to open more than 30 navigable routes in 2021, and introduce more than 80 high-quality global navigable companies around the entire industrial chain of general aviation.
