Air ChangAn, Xian-based subsidiary of HNA Group, has filed an application with the CAAC Northwest Regional Administration for expanding its business scope and passed preliminary review by the aviation watchdog, according to a notice released Tuesday on CAAC's website.
The airline is now permitted to operate cargo and passenger services within Shaanxi Province, and offer flight services departing from Shaanxi Province to neighboring provinces. It is now applying to expand its business scope to operate cargo and passenger services within China, with no restrictions on departing from Shaanxi Province.
Air Changan started formal operations in 1993 and merged with Hainan Airlines in August 2000. In May 2016, it retrieved operations as an independent budget carrier.
The Transportation Department of CAAC is now soliciting public comments on the application until December 19, 2016.
