With the rapid development of China's general aviation industry, large and small general airports have sprung up, and the safety of airport clearance areas should naturally become one of the key issues of general airport staff. However, according to the author's many years of experience in general aviation industry, there are some problems in the general clearance management of general airports. The following are three general points:


(1) The management of General Airport has not paid enough attention to airport clearance protection. It does not have full-time or part-time clearance managers and has developed a comprehensive clearance protection mechanism.

(2) The knowledge of clearance management personnel is limited, and it is impossible to find, measure and report ultra-high obstacles in time.

(3) The airport clearance coordination mechanism has not been established or functioned, and no effective link has been established with the relevant local government departments regarding airport clearance protection.

These circumstances will cause the general airport clearance to be effectively protected. The airport cannot find new super-high obstacles in time, thus endangering the flight safety of the airport. At the same time, the demolition of super-high obstacles will face huge difficulties and difficulties in coordination. This has led to economic losses in the airport, limited operation, and even forced closure of the airport.

So, what measures should the airport management unit take to maintain the general airport clearance safety? The author believes that three points need to be done.

Must pay attention

The airport management should pay attention to the airport clearance safety problem. According to the airport clearance situation and staffing situation, the designated person is responsible for the airport clearance management.

Generally, the general airport personnel are limited, and the scope of the general airport clearance area is relatively small compared to the transportation airport. In the case of a small workload, most general airports have a special post to be responsible for clearance management, so it is possible to More than one person, part-time responsible for clearance management.

Improve business capabilities

The airport shall organize the clearance management personnel to participate in business training and assessment, so that the clearance management personnel are familiar with the laws and regulations related to the clearance protection, and master the mapping of the airport clearance protection map, the calculation of the high clearance limit and the obstacle measurement, and effectively improve the clearance management.personnel business level.

Improve system construction

The airport shall formulate a clearance inspection procedure (routine inspection and key area inspection) according to the clearance situation; obstacle measurement work procedures; establish working procedures and coordination mechanisms with the relevant local government departments and the Civil Aviation Supervision Bureau for the disposal of ultra-high obstacles; Establish joint clearance clearance procedures with local government and civil aviation regulatory authorities for various new projects; establish clearance records for clearing management.

The author believes that if you can really do the above three points, it will greatly improve the safety of the general airport.

Among them, it is worth mentioning that although the “Regulations on the Administration of Civil Airports” promulgated by the State Council in 2009 clearly stipulates that local governments should protect the clearance of civil airports (including general airports), many provincial people’s governments have also introduced corresponding provincial and civilian Airport clearance and electromagnetic environmental protection regulations, but because most public airports have low public attributes, they have less cooperation with government industries, and they are mostly private; general airport management units are generally not working with local governments on headroom protection during the initial operation. Good docking; and many provinces' clearance protection regulations do not clearly state the clearance protection of the general airport, which led most local governments to pay attention only to the clearance protection of civilian transportation airports, and did not protect the general airport clearance.

Of course, there are also a few local governments that do relatively well at the general airport clearance. For example, the “Administrative Measures for Civil Airports in Zhejiang Province” promulgated in 2014 clearly states that the civil airports referred to in the “Measures” include transportation airports and general airports, and Article 12 clearly requires “provincial transportation administrative departments and civil airports. The departments determined by the people's government of the city or county meet the same level of land resources, urban and rural planning, environmental protection, public security and other relevant departments. According to the relevant national regulations and industry standards, combined with the surrounding conditions of civil airports, the specific management measures for clearing protection shall be formulated and announced to the public. Units and individuals in the civil airport clearance protection area shall abide by it.” Subsequently, in August 2018, when the Xinchang Wanfeng General Airport was completed, the Xinchang County People’s Government formulated and announced the “Xinchang County People’s Government on Xinchang Wanfeng General”. As a general airport management unit, the author suggests that the General Airport Clearance Protection Area map should be submitted to the relevant government departments in accordance with the Civil Airport Management Regulations and the relevant regulations on the clearance protection issued by the provincial government, and coordinate with the local government to establish Work mechanism for new project planning review and obstacle handling within the scope of clearance protection. It is believed that with the acceleration of the construction of the general airport in recent years, under the active coordination and appeal of the general airports around the country, the local government will gradually pay attention to the general airport clearance protection.
