The policy mainly proposes 21 measures from six aspects: park construction, feeder transportation, general aviation, aviation industry, "aviation+" new business format, and safeguard measures.
(1) Park construction
There are two main measures.
One is to accelerate the development of the Airport Economic Development Zone. Integrate industrial resources, vigorously develop aircraft manufacturing and maintenance, flight training, aviation logistics and new aerospace materials, and support the construction of aviation industry platforms such as aviation industry complexes and general aviation industry demonstration bases. Encourage social capital to participate in the construction of the park and continue to improve the carrier function of the park.
The second is to improve the construction level of general aviation industrial parks. Improve the functions of the Lanshan General Aviation Industrial Park, actively gather "flying enthusiasts" groups, innovate entertainment flight modes, and do a good job of "General Aviation +" articles. Support Donggang District, Ju County, and Wulian County to build distinctive general aviation industrial parks.
(two) branch line transportation
There are two main measures.
One is to promote the renovation and expansion of Rizhao Airport. Implement the revision and expansion project of the overall plan of Rizhao Airport, accelerate the construction of the city's general aviation flight training base, and realize the coordinated development of feeder transportation and general aviation.
The second is to improve air transportation capabilities. Strengthen the efficient and convenient transportation hub function of the airport, open more domestic routes, and arrange special funds to subsidize domestic passenger routes every year. Increase support for air cargo and provide subsidies for all-cargo aircraft on domestic and international routes.
(3) General Aviation
There are two main measures.
One is to accelerate the construction of a general airport. Promote the site selecion, planning and construction of general airports in Juxian and Wulian counties, and grant a subsidy of up to 10 million yuan to category A and category B general airports at 10% of the project cost.
The second is to develop flying camps. Encourage conditional 4A and above tourist attractions to build aviation flight camps within their radiation area, carry out projects such as aviation sports, aviation research, and low-altitude recreational flights, and provide subsidies for the construction of flight camps.
(4) Aviation Industry
There are mainly 8 measures.
One is to improve aviation manufacturing capabilities. If aerospace manufacturing enterprises in Rizhao City have newly obtained the National General Aircraft Type Certificate and Production License (with a rated load of more than 100 kg), subsidies will be given to each aircraft. For new aviation manufacturing companies that have obtained airworthiness certifications for complete aircraft, engines, avionics systems, flight control systems, etc. fro domestic and foreign aviation regulatory agencies (Civil Aviation Administration of China, Federal Aviation Administration of the United States, and European Aviation Safety Agency), and carry out sales operations , And grant subsidies in accordance with each qualification.
The second is to develop the aircraft maintenance industry. Certain subsidies will be given to those who have obtained model maintenance licenses and domestic aircraft maintenance project licenses issued by domestic and foreign aviation regulatory agencies.
The third is to support the development of the flight training industry. Trainees from aviation schools in the city have signed contracts with airlines for training, and discounts on student loans will be given. If the training is qualified and the corresponding licenses are obtained, subsidies to the training enterprises will be given according to the number of licenses. And a subsidy of 1 million yuan will be given to the general airport for every 10,000 hours of safe flight.
Fourth is to vigorously carry out investment promotion. For key projects with an investment of more than 500 million yuan, a high degree of industrial relevance, and a strong driving force, the method of "one enterprise, one policy" and "one matter, one discussion" will be adopted to provide policy support.
The fifth is to support the accelerated development of aviation companies. For technological transformation projects for the purchase of production equipment by enterprises, subsidies will be given according to the amount of equipment purchased. Listed aviation industry companies will be rewarded and supplemented in accordance with relevant municipal and district (county) policies. For newly recruited or existing aviation companies, and newly-built supporting companies, districts and counties are encouraged to issue awards and subsidies policies to support the development of enterprises.
Sixth is to build an aviation innovation platform. Give full play to the role of the Science and Technology Innovation Center of the Airport Economic Development Zone and provide precise incubation services for entrepreneurial projects and start-up enterprises. A certain percentage of subsidies will be given to aviation companies for purchasing scientific research equipment, building scientific and technological platforms, and holding scientific and technological activities.
Seven is to strengthen talent training and recruitment. Support the development of various aviation training institutions, and vigorously reserve professional talents. Support the construction of aviation disciplines in Rizhao Vocational and Technical College and Rizhao Technician College to improve the level of aviation education. Encourage school-enterprise cooperation and vigorously cultivate application-oriented talents in aviation enterprise management and skill operations. Strengthen the vocational skills training of employees, improve the service level and professional skills, and provide subsidies to qualified personnel. For high-end talents in the aviation industry who come to our city to start their own businesses, timely implement the policy and remuneration.
Eighth is to increase financial support. Establish Rizhao Aviation Industry Investment Fund and launch pilot projects of equity investment in financial science and technology funds. For aviation science and technology SMEs with a loan amount of less than 3 million yuan, they can apply for a series of real gold and silver policies such as unsecured science and technology achievement conversion loans.
(5) "Aviation +" new business format
There are three main measures.
One is to develop aviation science education. Relying on colleges and universities, general airports and flight camps, build aviation cultural science popularization experience center. Certain subsidies will be given to aviation science education bases approved by relevant state ministries or commissions or recognized by national industry associations.
The second is to expand the scope of general aviation public services. Incorporate general aviation public services into the government procurement service catalog, expand the scale of purchases, and support the development of agriculture-related aviation enterprises.
The third is to vigorously develop emerging business formats. Develop new “aviation+” business formats such as UAV logistics, helicopter piloting, general aviation short-distance transportation, and financial leasing, and encourage the development of the general aviation consumer market. Certain subsidies will be given to the holding of international and national aviation industry development forums, aviation exhibitions and other activities.
(6) Safeguard measures
It is mainly to ensure the implementation of the policy from four aspects: strengthening organization and leadership, actively competing for attracting, optimizing the business environment, and strengthening publicity and promotion.
